Matthew Nelson is Principal of Regulatory Strategy at Apex Analytics LLC, where he advises utilities, government agencies, and energy-sector organizations on complex regulatory and policy matters across all six New England states.From 2019 to 2023, Matt served as Chair of the Massachusetts Department of Public Utilities, leading the agency through a pivotal period of clean energy transition, gas system planning, and electric sector modernization. He currently serves on the PJM Interconnection Board of Managers and co-stewards the New England Energy Roundtable, a leading convening forum for regional energy policy dialogue. Prior to his public service, Matt held senior roles at Eversource Energy.His current work spans performance-based ratemaking, affordability frameworks, interconnection, energy efficiency, capacity market design, distributed generation, and the evolving role of gas utilities in a decarbonizing economy. He is a frequent speaker and commentator on electricity affordability and the intersection of reliability, equity, and the clean energy transition.Matt holds an M.A. in Economics from Tufts University and a B.A. in Economics from Stonehill College.
